When was the "No Videotaping From the Sidelines" rules put in place?

The reason I ask is that how could the Patriots be called cheaters if the rule was put into effect in 2006? You can't cheat if there was no rule. I've asked this question to hundreds of people and no one can give me a straight answer. Anyone out there have the answer?
