I think a full investigation should be done by an impartial party, and the Pats and said coaches should be required to answer all and any questions by the impartial party.

NFL should then enforce the maximum punishment if indeed this is not the first time the team and coaches cheated.

I think the head coach should not be allowed to coach in the NFL ever again, and wins due to such cheating wiped out of the record book. If this is not dealt with swiftly and firmly, football will never be what it used to be, and that is an insult to all our legendary coaches and players of the past.
